There are more than thirteen families in the city, but only the thirteen really influence the day-to-day matters of the city. These are the families that own marketplaces, wagon loaders, taverns, and breweries. Only a family with that kind of power is allowed to sit on the Council. The Council and the Governor meet weekly, and sit on decisions on all matters concerning the city’s defenses, and the taxes posed on the citizens. It was agreed that the city’s defenses would be represented by all the family’s own personal soldiers. No family is allowed to have more men in the city guard or army than another family.
The city is dominated by humans. There are a few halflings, a couple of dwarven blacksmiths, but there is definitely discrimination. Not many outsiders are welcome here. Most of the halflings end up being agents or servants for the families. There are rumors that there were elves, once and long ago, but none have been seen in the city for decades. Whatever stories are told of them are taken as legend, and the race is believed to be a fable.
Wars have been avoided, but the families make enough war among each other. Constantly, the families are vying for position. The higher up the ladder they can get, the more revenue and riches they can bring in for themselves. The family with the most influence usually obtains the Governor’s position. The smaller families not among the thirteen sometimes ally themselves with a powerful member, just so they can knock down another family.
In recent times, the Callum Family was on the top, with their figure-head in the governor’s position. However, he was a tyrant that ruled with an iron fist and the city rose up in outcry. The Torils, who weren’t even a part of the original thirteen, rallied the support of the citizens and lead a rebellion in which the Callum Family was knocked out of power with the death of the Governor. The Torils took over, and immediately, a time of peace took over. Byrne Toril is much more a father and keeper of the city than a tyrant. Not corrupted by years of having power, he is the commoner’s man. He looks out for the people, and keeps their interests at the heart of his decisions.
History
The Great Library in Farsuth, at one time, contained over twenty rooms with hundreds of scrolls and books that contained the whole of the city’s history. Right down to the very journals created by the city founders. A fire that became the consequence of a rebellion swept away much of that knowledge. The Great Library was rebuilt with stone and marble, imported from other cities to the north and over the mountains, but is a quarter of the size with only a handful of rooms.
Within the books and the scrolls preserved, the scribes know that Farsuth was created as an outpost by a group of soldiers. Where the soldiers came from, no one knows. Based on a few accounts by the earlier Governors of the city, they were a cavalry group sent from another city, exploring the lands and trying to make contact with new races and people, attempting to find possible allies.
